<P>PROBLEM TO BE SOLVED: To provide a solid state image pickup device which can achieve high speed and high pixel number without requiring any complicated phase matching. <P>SOLUTION: A state change detection circuit 1002 sequentially compares pulse signals with each other among pulse signals latched by a lower latch circuit 9, which are output from two delay elements among a plurality of delay elements and outputs a state change detection signal when states of the two pulse signals are different from each other.
