<P>PROBLEM TO BE SOLVED: To provide an electromagnetic relay and a contact device in which deterioration of insulation performance between a plurality of fixed contacts in a state where the fixed contacts and movable contacts are separated from each other can be suppressed. <P>SOLUTION: The electromagnetic relay includes: a plurality of the fixed contacts 24, 24 and a plurality of the movable contacts 26, 26 constituting a contact device 2; an electromagnet device 1; and a base block 20. The electromagnet device 1 moves the plurality of the movable contacts 26, 26 in accordance with an energization state and bring the plurality of the fixed contacts 24, 24 into contact with and remove them from contact with the plurality of the movable contacts 26, 26, respectively. The base block 20 is formed of an insulating material and houses the plurality of the fixed contacts 24, 24 and the plurality of the movable contacts 26, 26 therein.
