[Problem] To enable a loop-shaped tab to be rapidly and reliably created by a simple structure. [Solution] In a state in which a tape cutting blade is set upright by an operating mechanism, a retaining plate being at a cutting position, as a tape drawn out from a tape cutter is caused to adhere to a tape setting surface and cut by the tape cutting blade, and is moved from the cutting position to a bonding position by rotating about a lower portion of the retaining plate, the tape cutting blade is rotated about a base portion from the upright state by the operating mechanism, and a cut portion of the tape attached to a distal end portion of the tape cutting blade is caused to adhere to the tape located behind the tape setting surface to create a loop-shaped tab. When the tape is rotated about the lower portion of the retaining plate by the operating mechanism so as to move from the bonding position to the cutting position, the tape cutting blade is rotated about the base portion in the opposite direction so as to peel away from the cut portion of the tape, and returns to the cutting position in the upright state.
