<P>PROBLEM TO BE SOLVED: To make utilization possible through an arbitrary communication network, and make it possible to use a terminal other than enabled terminals designated by a mobile phone service supplier. <P>SOLUTION: A provider server group comprises: a terminal management server which reads out a telephone number allocated to a second terminal of entire terminals from a database server and transmits the read out telephone number to a call control server, when the provider server group receives a communication establishment request addressed to the second terminal that is an origination destination from a first terminal that is an origination source of the entire terminals through the call control server; and the call control server which accepts the communication establishment request, transfers the accepted communication establishment request to the terminal management server, and establishes communication between the first terminal and the second terminal by using the telephone number that is allocated to the second terminal and replied by the terminal management server according to the transfer.
