<P>PROBLEM TO BE SOLVED: To retransmit a loss packet certainly and quickly. <P>SOLUTION: A manager 10 receives fault information from a probe 20A via a maintenance link, notifies one pre-stage side probe 20B among a pre-stage probe group of information related to a lost packet to request searching, and collects the lost packets. The manager 10 transmits a packet retransmission request to a transmission destination host 40 to a probe 20C located on a post-stage side via the maintenance link together with the collected packets.
