<P>PROBLEM TO BE SOLVED: To provide a communication buoy and a communication system capable of transmitting a large amount of data generated in water to an above water location. <P>SOLUTION: There is provided a connector 110 capable of accessing a memory 108 in the communication buoy 100. After the data generated during operation in water is written in the memory 108, the communication buoy 100 is cast into water.
