PURPOSE: A system for partially encoding and decoding an image and a method thereof are provided to analyze header data for each slide configuring an image frame and encode only a portion of slice data after the header data. CONSTITUTION: An encoding unit(122) encodes an image frame. A first header analyzing unit(124) analyzes header data in a slice configuring the image frame. An encoding unit(126) encodes at least one slice data except for the header data in the slice. A transmitting unit(128) transmits the header data and an image frame corresponding to a slide included in partially encoded slice data.
