PURPOSE: A roll tissue manufacturing and packing cap is provided to sanitarily and effectively use roll tissues by entirely sealing a packing cap. CONSTITUTION: A roll tissue manufacturing and packing cap comprises a material roll. The material roll is cut at 200mm to produce standard roll tissues. The roll tissues are inserted in a sealing part in one side of a vinyl packing material(10). After antiseptic and medicine are added on the roll tissues, a packing zipper(12) is sealed and the sealing part is adhered at a constant standard.
