PURPOSE: A heterogeneous network access relay system and a method thereof are provided to prevent disconnection of an Internet connection when a wireless LAN terminal accesses the Internet through a portable Internet network. CONSTITUTION: A heterogeneous network connection relay device(300) relays data through a protocol conversion between a user terminal and a portable Internet network by using a selected portable Internet connection unit. An approving device(400) receives an approving request signal from the heterogeneous relay device. The approving device determines whether the user terminal is a registered terminal. When the user terminal is the registered terminal, the approving device transmits an approving completion signal to the heterogeneous relay device.
