PURPOSE: A heat exchanger with an expanded surface plate and a dehumidification device using liquid desiccant therewith are provided to uniformly supply a dehumidification solution to the surface of an expanded surface plate regardless of the inclination of the expanded surface plate. CONSTITUTION: A heat exchanger with an expanded surface plate comprises multiple heat exchange bodies(200) and expanded surface plates(300). The heat exchange bodies have multiple flow paths(210) for heat transfer media. The expanded surface plates are arranged on the surfaces of the heat exchange bodies, and a dehumidification solution supplied to the gaps between the heat exchange bodies flows along the surface thereof.
