The present invention relates to an image processing device and method and a program that can perform encoding and decoding with high encoding efficiency more efficiently. A pixel sorter 151 performs class sorting of the respective pixel values of a decoded image before filter processing, supplied from an arithmetic section 110. A filter coefficient calculator 112 calculates a filter coefficient about each of the classes of the sorted pixel values. A strong deblocking filter 152, a weak deblocking filter 153, and an adaptive filter 154 each perform their own filter processing for the pixel values supplied from the arithmetic section 110 by using the filter coefficient supplied from the filter coefficient calculator 112. The present invention can be applied to an image processing device for example.
