A method for guaranteeing correct establishment of Local IP Access service includes: obtaining the service type of a user equipment (UE) and the equipment capability type of a base station. The method also includes determining whether the UE and the bse station are consistent. The method also includes, in response to determining that the UE and the base statoin are consistent, establishing LIPA service for the UE. The method also includes, in response to determining that the UE and the base station are inconsistent, deciding whether to establish LIPA service for the UE according to the preserved strategy.
