<P>PROBLEM TO BE SOLVED: To provide a mobile communication device, a mobile communication terminal, and a method for determining boarding/alighting for preventing frequent determinations on whether a same pedestrian is on board or alighted. <P>SOLUTION: The mobile communication device includes: a communication unit provided in a vehicle and receiving mobile information of another mobile body including information that represents a current location of the other mobile body; and a control unit, when the mobile body is a pedestrian, determining whether or not the pedestrian is on board the vehicle based on the current location of the vehicle acquired from a current location detecting unit for detecting the current location of the vehicle, the current location of the pedestrian, and a first predetermined range.
