PURPOSE: A handover control system and method thereof are provided to increase the success rate of an SRNS(Serving Radio Network Subsystem) relocation handover when handover is executed between a femto base station and a macro base station. CONSTITUTION: A serving base station control unit(400a) receives a measurement report message from a user terminal. The serving base station control unit confirms the set handover control condition information. The serving base station control unit executes SRNS relocation hand over or an inter FA(Frequency Assignment) handover to a target base station control unit(400b) according to the confirmed handover control condition information. The handover is executed based on the signal strength of an activated cell, the signal strength of a monitoring cell, or an activation cell.
