PURPOSE: A processing method and apparatus for a fiber material by plasma are provided to enable eco-friendly processing by a dry method. CONSTITUTION: A processing method for a fiber material by non-halogen plasma comprises: a step of injecting argon, nitrogen, helium, argon/nitrogen, or nitrogen/helium into a chamber with an electrode(32N,32G); a step of applying power of high frequency to an electrode to generate plasma; and a step of processing the fiber by the plasma for water repellency or hydrophobicity. A processing apparatus for fiber materials(60) by non-halogen plasma comprises: an RF generator which generates signal of high frequency; a matching network which transfers the signal of high frequency to the chamber without loss; a processing gas supplier for supplying the gas to the chamber; a rotary pump for discharging the gas to the outside; and the chamber(30) for modifying the surface of the fiver by the plasma.
