PURPOSE: A paper identification apparatus, an image reading system, and a program are provided to simply and accurately identify confidential paper non-confidential paper. CONSTITUTION: When paper equipped with a magnetic body passes through an exciting coil arrangement area in an AC(Alternating Current) current state of an exciting coil(24), a first output unit(32) detects the variation of magnetization. When the magnetization change is detected, the first output unit outputs a first detection signal. A second output unit detects whether to pass through the paper in a predetermined area. In case of passing through the paper, the second output unit outputs a second detection signal.
