PURPOSE: A toner for developing electrostatic images, a manufacturing method for the same, a cartridge, an image forming method, and an image forming device are provided to improve the stability of image density in the process of forming images. CONSTITUTION: A toner for developing electrostatic images includes colored particles with coloring agents and binder resins. Two or more inorganic particles are added to the surfaces of the colored particles. The inorganic particles contain titan-based particles and silica-based particles. The exposure rate of the surfaces of the colored particles is less than or equal to 25%. The rate of the titan-based particles in contact with the colored particles is less than or equal to 15number%. An image forming device(200) forms images using the toner.
