<P>PROBLEM TO BE SOLVED: To easily change an entire content of a packet. <P>SOLUTION: A CPU 300 generates packet structure information 900 specifying block structure of a packet 920 and data size of each block. A packet format construction unit 100 generates a packet format 910 which becomes a model of the packet 920 according to the block structure and the data size of each block which are specified by the packet structure information 900.
