An optical element is provided with a substrate having a surface, and multiple structures comprising recesses and protrusions, said structures being disposed on the surface of the substrate at a fine pitch shorter than the wavelength of visible light. The modulus of elasticity of a material forming the structures is 1 MPa to 1200 MPa, and the surface on which the structures are form is hydrophilic.
