A base station (100) is provided with cells (110, 120, 130) and a virtual cell (140). Each of the cells (110, 120, 130) has first processing units (112, 113) for processing a data link layer and a physical layer for performing wireless communication with a mobile station (101), and a second processing unit (114) for processing a network layer for controlling wireless communication. A network layer processing unit (141) of the virtual cell (140) controls a series of wireless communication between the mobile station (101) and the base station (100) performed by carrier aggregation using the first processing units (112, 113) of the cells (110, 120, 130).
