Disclosed is a technique for providing a mobile terminal or the like that can reduce the inter-cell interference between a macro cell and a small cell and that also can suppress frequent switching of primary cell in a band expansion technique and that further can suppress the increase in process load at a base station and the increase in power consumption of the terminal. According to the disclosed technique, there are included: a receiving means (603) that receives a message including information used to cause a reception quality for a second cell to be measured in accordance with the timing of a predetermined control channel area of a signal transmitted, in a predetermined frequency band, from a first base station; and a measuring means (605) that measures the reception quality for the second cell on the basis of the received information.
