PROBLEM TO BE SOLVED: To reduce an amount of computation by a de-noise filter while suppressing reduction in encoding efficiency.

SOLUTION: In a de-noise filter processing device 101, an edge direction detection unit 102 calculates an edge direction using an image on which de-noising is to be performed. A search shape setting unit 103 sets a search shape that has fewer search points in a direction orthogonal to the edge direction than the number of search points along the edge direction, using the calculated edge direction as an indicator used for limiting the search shape. An NLM filter execution unit 104 executes processing which executes template matching only for each search point within the set search shape and removes the noise in a target pixel, when removing a noise in the target pixel using a weighted sum of a weight corresponding to a degree of template similarity between a template for the target pixel and the templates for each search point within the search shape and a pixel value in the search point.
