<P>PROBLEM TO BE SOLVED: To provide a flywheel having high safety. <P>SOLUTION: A disc-like hollow flywheel body 21 is disposed in a housing 11. The flywheel body 21, which is totally formed with hard plastic, includes: a circular plate-shaped top plate part 23 and bottom plate part 25; and a cylindrical inner wall part 27 and outer wall part 29; whereby a closed space is formed. Further, the flywheel body 21 is formed with a plurality of barrier walls 31 so as to extend over to the outer side (the radial direction of the flywheel body 21) from the center (rotation shaft 5 side) and, thereby, is divided into eight chambers 31a. The whole area in each chamber is filled with viscous fluid 33. Further, a movable body 35 is enclosed in each chamber.
