The structure has spacers that are located between electrical connectors (22,24,72,74) and connectors (18,20,48,50) of rotary element (14) and base element (12) respectively. The electrical transducers are positioned at rotary element and base element. The base element side transducer converts electrical signals of base element into digital signals. The rotary element side transducer reconverts digital signals of rotary element into electrical signals. A valve unit (16), which is located on terminal of rotary element, is controlled by reconverted electrical signal.
