Disclosed is a hydrogen-dissolved drinking water production apparatus to reduce the effect of active oxygen ions. The apparatus comprises an electrolytic cell through which water can pass for producing drinking water having a pH in a range of 5.8 to 8.5 and a dissolved hydrogen concentration of 0.1 ppm or more by supplying high-purity water having a conductivity of 50 j.tS/cm or less. The electrolytic cell comprises a vertical anode chamber having a water-permeable plate-like anode electrode and a vertical cathode chamber having a plate-like cathode electrode. The anode chamber and the cathode chamber are separated by a diaphragm formed from a fluorine-based cation exchange membrane. The water-permeable plate-like anode electrode is closely adhered to the diaphragm formed from the fluorine-based cation exchange membrane, and an ion-exchange resin is filled in a space between the diaphragm and the cathode electrode.
