Use of the invention: recovery and increase of the oil, gas and water wells output, repair of the casing, and high-resolution seismic prospecting. Technical result: reduction of energy losses in the logging cable and providing the device efficiency with the logging cable longer than 5-6 km. Essence of the invention: the proposed device includes the surface power supply connected by means of a logging cable to the borehole electric-discharge device consisting of a charging unit, capacitor energy storage, a switching unit and an electrode system which are the individual modules, herewith the charging unit comprises an oil-filled case with a low-voltage input on one end and a high-voltage output on the other end, the step-up transformer, the high-voltage rectifier and the protective choke are installed inside the case, herewith one end of the secondary winding of the step-up transformer is connected through the high-voltage rectifier and the protective choke to the high-voltage output, and second end of the secondary winding of the step-up transformer is connected to the case, the discharge resistor and the measuring CR-circuit are switched in parallel between the high-voltage output and the case, the time constant of the measuring CR-circuit is chosen smaller than the time constant of the capacitor storage discharge, the surface power supply represents a DC source and the charging unit includes additionally a capacitive filter, a bridge inverter based on transistors and an inverter control circuit, herewith, the capacitive filter, one of the diagonals of the bridge inverter and the input of the inverter control circuit are connected in parallel to the low-voltage input, and the resonance capacitor, the current sensor and the primary winding of the step-up transformer are switched to the other diagonal of the bridge inverter, the output of the inverter control circuit is connected to the control electrodes of the transistors.
