FIELD: electricity. ^ SUBSTANCE: method involves supply of powder material in the form of particles to burner of dielectric barrier discharge assembly and modification of properties of particle surface in flight. Device for the method's implementation includes burner of dielectric barrier discharge. Burner includes electrode structure containing shell electrode having a couple of semi-cylindrical electrodes, inlet for supply to the above burner of plasma gas, inlet for supply to the above burner of powder material in the form of particles and discharge chamber for treatment of the above powder material in the form of particles. Besides, the above discharge chamber includes the above electrode structure located on its external surface.
