PURPOSE: A manufacturing method of soil conditioner is provided to manufacture a soil conditioner utilizable as a cover material and embanking material, thereby capable of efficiently utilizing recyclable resources. CONSTITUTION: A manufacturing method of soil conditioner comprises sewage sludge comprises: a step(S1) of manufacturing a solid formulation by mixing coal ashes and paper ashes with CaO content of 40-45%; a step(S2) of manufacturing a pH modifier by mixing silica sand powder of 300-500 mesh, diluted sulfuric acid with a sulfuric acid content of 85-90%, and dolomite consisting of calcium magnesium carbonate; a step(S3) of reacting sewage sludge with a moisture content of 75-85% with moisture in sewage sludge by mixing the solid formulation and the pH modifier; and a step(S4) of manufacturing a soil conditional by removing a reaction heat and vapor of the reaction product.
