The invention provides a dispatching method, a device and a system for avoiding dual-terminal monitoring collision of an undersea cable optical path. The method comprises the following steps: sending a wavelength occupation request message to an opposite terminal equipment through a selected undersea cable optical path to be monitored, and receiving a wavelength occupation response message returned from the opposite terminal equipment; analyzing whether the requested wavelength is occupied by the opposite terminal equipment from the wavelength occupation response message; if the requested wavelength is occupied by the opposite terminal equipment and the wavelength can be switched, monitoring the selected undersea cable optical path to be monitored by using another switched wavelength; and if the requested wavelength is not occupied by the opposite terminal equipment, monitoring the selected undersea cable optical path to be monitored by using the requested wavelength. In the technical solution of the embodiment of the invention, the collision can be avoided by communication and handclasp among monitoring equipment.
