<P>PROBLEM TO BE SOLVED: To enhance the sensitivity of electrochemical measurement utilizing approximated two electrodes without making electrode patterns much finer. <P>SOLUTION: First, a metal layer is formed on an insulating layer in a step S101. Next, a carbon layer made of a carbon material is formed on the metal layer by applying a dispersed solution containing dispersed small pieces of the carbon material in a step S102.
