PURPOSE: A system for changing a carbon emission credit of greenhouse gases emission and a method thereof are provided to change greenhouse gases emissions of vehicles into carbon emission credit, thereby inducing active individual participation in reduction of greenhouse gases. CONSTITUTION: A carbon discharge reduction device(100) controls carbon discharge through minimization of fuel supplied to a vehicle engine when the vehicle is not moving for a predetermined time. The carbon discharge reduction device generates carbon dioxide reduction information. The carbon discharge reduction device changes the carbon dioxide reduction information into carbon emission credit. A carbon emission credit management server(200) transmits the carbon emission credit to the corresponding institution server or company server. The carbon emission credit management server pays the monetary amount corresponding to carbon emission credit trading price to a user according to user account data.
