<P>PROBLEM TO BE SOLVED: To keep the brightness of an image constant and minimize blur of an observed part in the image when obtaining the image of the observed part by an imager. <P>SOLUTION: When a quantity of illumination light irradiating a target observation part is equal to or smaller than a first threshold, an electronic shutter speed is controlled so as to have a first constant speed, and also the quantity of illumination light is controlled to have a quantity corresponding to the quantity of illumination light irradiating the target observation part. If the quantity of illumination light irradiating the target observation part is larger than a first threshold and equal to or smaller than a second threshold, the electronic shutter speed is controlled so as to have a speed corresponding to the quantity of illumination light irradiating the observation target. If the quantity of illumination light irradiating the target observation part is larger than the second threshold, the electronic shutter speed is controlled so as to be equal to a second constant speed.
