PURPOSE: A tool exchanging device is provided to make a waiting time be shorter because a main shaft head can start descending in a state where the oscillation of a tool port is not converged. CONSTITUTION: A tool exchanging device comprises a tool magazine, an exchanging arm, a following tool, and a control device. The tool exchanging device exchanges a preceding tool installed in a main shaft with the operation of the exchanging arm generating after the following tool is moved. The control device sets a waiting time for each tool, waits for the waiting time corresponding to the following tool after moving the following tool from a starting position to an exchanging position, and controls the tool magazine and the exchanging arm to start the operation of the exchanging arm.
