Disclosed are a method and an apparatus for implementing a north interface, wherein the method includes: establishing a knowledge database, and storing mapping relation information between Transaction Language 1 (TL1) commands and Command Line Interface (CLI) configuration sets; after receiving a TL1 command to be executed, inquiring the mapping relation information between the TL1 commands and the CLI configuration sets, and obtaining the CLI configuration set corresponding to the TL1 command to be executed; if the CLI command in the CLI set includes configuration parameters, inquiring the command parameters of the TL1 command to be executed which correspond to the configuration parameters, replacing the configuration parameters of the CLI command with the parameter values of the inquired corresponding command parameters, and completing the conversion from the TL1 command to be executed to the CLI command. Different processing with a service logic processing class can be dynamically loaded for TL1 commands, which compensates the shortage that when the network element version upgrades, the Element Management System (EMS) north interface also needs to be redeveloped.
