<P>PROBLEM TO BE SOLVED: To provide an oil adsorbent or an environment cleaning material in which the adsorbent activity of a rice hull-activated carbon that carbonizes the rice hull of an agricultural waste is characterized by the large size of the surface area of a porous body, the material having the characteristic is made an active adsorbent, the rice hull is stably and largely supplied, and the properties of the material enable the use on a ground, floor, water surface or under the water surface, and which also enable incineration treatment after treatment. <P>SOLUTION: The invention that has worked for the agricultural waste has succeeded in obtaining the rice hull-activated carbon by the stable supply of a large amount.
