<P>PROBLEM TO BE SOLVED: To more efficiently perform an operation of positions of molecules in a molecular film. <P>SOLUTION: An element for operating particles at least includes: electrodes 131, 132 formed by being insulated and separated, respectively, on a substrate 101; an insulating layer 104 formed by covering the electrodes 131, 132 on the substrate 101; and a molecular film 110 formed on the insulating layer 104.
