PURPOSE: An asphalt modifier and a modified asphalt composition contained the same is provided to be easily used without expensive device or complicated process. CONSTITUTION: An asphalt modifier is composed of 100 parts by weight of styrene-butadiene-styrene block copolymer, 50-120 parts by weight polyolefin elastomer(POE), 30-100 parts by weight of process oil, and 2-15 parts by weight of anti-stripping agent. The styrene-butadiene-styrene block copolymer has a radial shape or a linear structure. The POE is obtained by copolymerizing ethylene with one of propylene, butene or octane. The anti-stripping agent is one of phosphoric acid system, amine-based or Gripper 4131(Japanese Kao chemical corp. product) anti-stripping agent. A manufacturing method of the asphalt concrete compound comprises the following step: directly putting 2-20 wt% of the asphalt modifier based on the amount of asphalt into a mixer during mixing of straight asphalt having a penetration properties of 60-80 with aggregates.
