<P>PROBLEM TO BE SOLVED: To appropriately store valid working factor data for clarifying the factor of the abnormal behavior of a vehicle. <P>SOLUTION: An ECU 1 displaces working factor data with first code data, and displaces a first code data group consisting of a plurality of first code data specified to specify the normal behavior of a vehicle among the displaced first code data with second code data configured to specify the working factor data with a smaller capacity size than that of the working factor data, and stores the second code data.
