<P>PROBLEM TO BE SOLVED: To provide a cooling device that suppresses rotation failure of a belt member in which the belt member rotates while a rear surface of the belt member sticking to a cooling surface of the cooling member due to moisture, and an image forming apparatus. <P>SOLUTION: A cooling device 30 includes: a belt member 2 that is rotatably laid across a plurality of laying members 41, 42, 43, 44, and conveys a sheet-like member 10 while carrying the sheet-like member 10 on the front surface 2a thereof; and a cooling member 1, a cooling surface 1a of which is provided in contact with a rear surface 2b of the belt member 2, and which cools the sheet-like member 10 via the belt member 2.
