<P>PROBLEM TO BE SOLVED: To highly accurately perform energy consumption proportional distribution having no contradiction as a whole. <P>SOLUTION: An energy consumption proportional distribution calculation apparatus for a plurality of meters hierarchically arranged in a power system is provided as an embodiment of the invention. A first storage unit stores respective measurement values of the plurality of meters. A meter specification unit specifies each one of the plurality of meters as a temporary reference meter. A correction value calculation unit calculates a correction value by performing energy consumption proportional distribution calculation for correcting the measurement values of the meters other than the temporary reference meter so that the measurement value of the upper meter coincides with the total of measurement values of lower meters under the upper meter based on the measurement value of the temporary reference meter. A correction value evaluation unit calculates an error evaluation value based on the correction value in the other meters and a differential absolute value of the measurement values.
