The present invention relates to a portable system for enforcement against illegal activities and traffic violations. According to the present invention, an identified user may photograph the license plate of an illegally parked vehicle using a smartphone or PDA to extract the license number of the vehicle and acquire address information with reference to the position of the vehicle, thereby displaying a license plate image and the license number and address information of the vehicle on the screen of the smartphone or PDA.
