<P>PROBLEM TO BE SOLVED: To provide a network control method applicable to any network topology and achieving reduction in control load and improvement in stability. <P>SOLUTION: In a network control method, network control devices 2 are installed for serving divided and hierarchical control ranges 3, respectively. Based on bottleneck link information in the lower level control range acquired from the network control device 2 at a level lower than that of one's own device, and bottleneck link information in another control range acquired from the network control device 2 at a level higher than that of one's own device, each network control device 2 guarantees that when changing a communication path of a traffic to be controlled in order to prevent occurrence of congestion within the control range of one's own device, the occurrence of the congestion is prevented also in another control range.
