PURPOSE: A wireless resource managing device and a method thereof are provided to monitor a resource state of FAs allocated to a femto cell base station which supplies services to a terminal through frequency blocks. CONSTITUTION: A monitoring unit(111) monitors a resource state about at least one frequency block which is allocated to a femto cell base station. A scheduling unit(112) determines an FA which supplies services to a terminal based on the resource state. The scheduling unit includes a decision unit(113), a determination unit(114), and a handover control unit(115).
