<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing a package body capable of suppressing generation of air retention without boring an air hole. <P>SOLUTION: In a method of manufacturing a heater 10 including a protective film, an electric heater 11 which is a packaged object and a cylindrical heat-shrinkable film 12 are prepared. After the cylindrical heat-shrinkable film 12 is fitted to the electric heater 11, heat shrinkage of the film 12 is performed to be mounted to the heater 11. The method includes: a fitting process 30 of fitting the cylindrical heat-shrinkable film 12 to the electric heater 11; and a heat shrinkage process 31 of performing heat shrinkage of the cylindrical heat-shrinkable film 12 fitted to the electric heater 11.
