The purpose of the present invention is to provide a plant evaluation device capable of accurately specifying a status. A plant evaluation device (10) is provided with: a reference data storage unit (11) which associates reference data that serves as a reference when a plant (1) is operated with each of a plurality of statuses and stores the associated reference data; and an evaluation unit (13) which acquires process data relating to the existing operating condition of a plant (1) that is in operation, compares the acquired process data with the reference data in each of the statuses, and finds the degree of similarity of the process data to the reference data in each of the statuses. The degree of similarity can be found by normalizing the reference data and the process data. The evaluation unit (13) can specify a status by comparing the found plurality of degrees of similarity.
