PURPOSE: A method for activating or deactivating secondary carriers in a time division duplex mobile communication system using carrier aggregation and an apparatus thereof are provided to perform activating or deactivating without errors by successfully performing all operations for SCell(Secondary Cell) activation and deactivation. CONSTITUTION: A terminal(501) drives a first timer and a second timer about each SCell(507). The terminal activates the forward direction of a SCell in a first down link subframe(509). The reverse direction of the Scell is activated in the first S subframe or a next subframe(511). A base station(503) informs the activation/deactivation of the SCells using a control message(513). The terminal runs a timer 2(515). The terminal inactivates the forward direction of the SCell(519).
