PURPOSE: An apparatus for controlling a hot rolling line is provided to minimize energy consumption within a target rolling time inputted from a mill passing function. CONSTITUTION: An apparatus for controlling a hot rolling line(10) comprises an initial schedule calculating device(14), a schedule correction device(15), a rolling time predicting computation device(16), a rolling time adjustment device(17), and an energy consumption adjustment device(18). The initial schedule calculating device calculates the flow of a cooling spray and the speed pattern of rolling speed. The schedule correction device corrects the flow of the cooling spray, and corrects the speed pattern if the speed change rate(αV) with respect to the speed pattern is inputted. The schedule correction device computes the required rolling time of a target rolling material by using the speed pattern. In order to make the required rolling time within a target rolling time(tTar), the rolling time adjustment device outputs the speed change rate to the schedule correction device. The energy consumption adjustment device outputs the calculated speed change rate to the schedule correction device to minimize the energy consumption.
