PURPOSE: A cool and warm water purifier based on a direct current power controlling sterilizing device is provided to prevent drinking water from becoming harmful due to the excessive dissolution of ozone in the drinking water by turning an ultraviolet(UV) lamp when a user drinks the drinking water. CONSTITUTION: A cool and warm water purifier includes an AC/DC converting part(1), a voltage adjusting part(10), a flux detecting part(20), a driving signal outputting part(30), a time delaying part(70), a controlling part(40), an UV lamp driving part(50), a device driving part(60). The voltage adjusting part receives DC voltages from the AC/DC converting part to be decompressed. The flux detecting part detects the flow of drinking water. The time delaying part outputs delaying signals with respect to driving stopping signals if the discharging operation of drinking water is stopped. If the flux detecting part detects the discharging of the drinking water, a UV lamp operates to sterilize discharged water and stirs a stirring fan to dilute warm water or cool water in water storing tanks.
