PURPOSE: An apparatus and a method for performing a cell reselection process are provided to increase the performance of a cell reselection process of a portable terminal. CONSTITUTION: A pattern management unit(102) analyzes the movement of a user. The pattern management unit recognizes the movement pattern of the user. A memory unit(106) stores the movement pattern of the user recognized by the pattern management unit. A control unit(100) recognizes terminal cell information by using a current movement path of a portable terminal. A cell reselection unit(104) performs cell reselection process to a terminal cell.
