PURPOSE: An indoor broadcasting speaker for a hearing impaired person is provided to rapidly evacuate the hearing impaired person indoor by controlling the flickering of a light emitting diode lamp in an emergency situation. CONSTITUTION: A cover(203) includes a plurality of lamp installation holes which is made out of a transparent material. A plurality of LEDs(211) inserted in the lamp installation holes is arranged on a lower portion of the cover. A lamp substrate includes a solar cell installing between each LED. A speaker outputs an announcement into an acoustic signal. A control device is connected in parallel with a wire(221) which transmits an electric signal to the speaker. The control device controls the flickering of the LED according to an alarm sound or a siren signal entering the wire. A chargeable battery supplies charged electrical energy to the control device. A housing(201) is connected to the lower portion of the cover.
